According to the final report from National
Science Council, in order to integrate political resources, the government
started to plan the integration of Chung Hsing Village and announced that Chung
Hsing New Village as a Advanced Research Park.
Since 2000,
Ministry of the Interior referring to the rule of “preservation,” the existing
facilities and landscape of humanities should be put into prior consideration
of preservation.
Cited from the
plan of Chung Hsing New Village developing into the Advanced Research
Park(2008), the park would plan to be a complex researching park, and would
offer enough advantages to encourage and attract industrial and researching
activities.

First, through the advanced
network and physical facilities, Advanced Research Park would strengthen basic
abilities for sustainable technological development.

Second, the way of management
of the park is to practice condense knowledge activities such as creating the
cooperative opportunities amongst universities, researching institutions and
enterprises, which could be the home to excellent elites.
3.
Advanced Research Park are
expected to provide the nodes of corporations between top-level academic
researches and innovative development, global technology exchanges, and venues
for intellectuals and intelligence exchanges.
4.
It would also sufficiently
equipped with vital infrastructures and mutual equipment, stimulating high
value-added research development among entire industries.
5.
Advanced Research Park will
surely become the home base for high quality living and research environment,
as well as a residence abundant with global aspects and log-term goals.
Chung Hsing New Village plays an important
role in the history of Taiwan’s development. “Plan of Chung Hsing New Village
developing into a Advanced Research Park park” was drafted in order to adjust
itself to the changing of environment and the transformation of the whole
space. Therefore, before putting resources into it, the government was supposed
to recheck the position of redevelopment to insure each investment could
produce utmost efficiency.

The park won’t destroy existing
urban texture and preserve part of historical buildings as much as possible
such as Provincial Building, Taiwan Provincial Administration Information Hall,
Library, file center and National History Building, which maintaining original
functions and also improve its researching facilities and functions as well as
improve the international interaction.

Catering to the development
needs from the park, basically Central Science Park will preserve original
urban texture and the big facilities in the area. Furthermore, it will
reinforce inadequate spatial mechanism in the concept of international village.
3.
The government will preserve
one special historical unit as Taiwanese humanities history researching park.
4.
Advanced Research Park would
also construct a new mechanism of management, following the international
trends emphasizing specifically on research development, without importing
industrial production and assembling activities, to ensure the residences a
high-quality living environment.
The Advance Research Park will continually
release usable lands and spaces base on the principle of “Construct First, Move
then”, that is, the release of lands must be along with the magnitude and
stages of overall demands, to rectify the move-out and move-in speeds of
original bureaus and newly established institutions, in order to guarantee steady
and sustainable development.

回覆刪除From your annotation, I understand the reason why National Science Council would like to promote Chung Hsing New Village to become a Advanced Research Park such as unstainable technological development, creating the cooperative opportunities, researching institutions and enterprises, research development....and so on. But just as you mention in the class that there are full of deserted and empty buildings and place in Taiwan after the plan of development .It is a good point to predict and reflect the future if Research Park come in. There's also a new research park coming down in Taouyan and NCU even plans to set the subdepartment there. The research park, to my point of view, provides great opportunity and location to aggregate other facilities, attaining the effect of economic scale and boosting the research and economy value. Nevertheless, the problems we need to examine is that several research parks have already established and the over common function is possibly eliminate the expected benefit of Chung Hsing Village research park, The new research parks has to think about whether the same attribute of research park is too much and the necessity to position new village in a new function rather than research park again since it could be replaced easily once they are too alike. I prefer the cultural innovation and environmental protection could be new village's new planning. Otherwise, the profit of making it to a research park might be lower than expectation.

After reading your annotation 3, I am a little curious about your position now. So maybe you can reemphasize your position after providing the advantages and disadvantages and I think that will complete your annotation. I remember that you are afraid of the cultural heritages will be destroyed so you take a stand of opposing opinion. However, just like you mentioned this time, if the Advanced Research Park won’t destroy existing urban texture and preserve part of historical buildings. 回覆刪除I was not familiar with the situation about Chung Hsing New Village in Nantou, so I googled it to learn more about it, and I found that there had already been many transformation plan for Chung Hsing New Village, and none of them had succeeded. This Advance Research Park that the government promoted was confronted with other objections other than preservation of cultural heritages. It seems that the land need to be better used in order to have efficient economic benefit, so the transformation is the current trend. The government may really want to help the residents, not only for their own interests. I think you can talk about what the residents really need and how government can help them.
It seems that you stand positive on constructing Research Park in this annotation, since you mention the benefit of it and some rechecks of these plans. I wander who gives these guarantees that this plan will not do hurt to Research Park. Is he authentic? And what's your opinion to these rechecks things?
回覆刪除Your annotation 3 give us a more clear and specific point of view of the government side. Inside it, we can see there seem lots of advantages of the founding of Advanced Research Park. However, whether if you are really convinced by them is another story. I think you can make some comments or opinions on it, or certify your position in this or the next annotation.
回覆刪除I was never familiar with the problems of Chung Hsing New Village in Nantou or any other government structural programme, but from your annotation, I got a clear understanding of the government’s standpoint and thoughts. And it seems that government are now pretty interested in building research parks to promote the science and technology ability in everywhere around the country. What do you think about this? Because you mention the last time that there is vacancy in Central Taiwan Science Park.
